KUALA LUMPUR, 2 Dis 2019 — Kertas Putih Pertahanan (KPP) yang dibentangkan di Dewan Rakyat hari ini, bakal mewujudkan lebih banyak peluang pekerjaan kepada industri pertahanan negara.
Penganalisis Keselamatan dan Pertahanan, Datuk Dr Ruhanie Ahmad berkata KPP itu akan menyediakan pelbagai peluang pekerjaan menerusi pengenalan teknologi baharu serta memantapkan penyelidikan dan pembangunan (R&D).
Beliau berkata melalui KPP, industri pertahanan dapat diperkasa dan menjadi pemangkin kemajuan dalam meningkatkan ekonomi negara.
‘’KPP ini lebih bersifat terbuka berbanding Dasar Pertahanan Negara (DPN) yang sebelum ini lebih bersifat tertutup.
“Selain itu, KPP boleh diakses oleh rakyat dan mereka boleh memberi pendapat dalam usaha memperkasa industri pertahanan negara,” katanya kepada Bernama.
Hari ini, Menteri Pertahanan Mohamad Sabu membentangkan KPP di Dewan Rakyat yang menetapkan hala tuju strategik pertahanan negara untuk tempoh 2021 hingga 2030 bagi melindungi kepentingan Malaysia dan mempertahankan kedaulatan serta keutuhan wilayah.
Ruhanie berkata KPP dibuat berasaskan ramalan keselamatan akan datang yang turut meletakkan ancaman siber sebagai antara keutamaan kepada negara.
“Ancaman siber kini juga sudah menjadi ancaman semasa umpamanya penggunaan dron yang telah memusnahkan kilang pemprosesan minyak Saudi Aramco (di Arab Saudi) sebelum ini.
“KPP berkenaan dirangka untuk mengetahui ramalan dan bentuk ancaman akan datang antaranya ancaman pengganas siber, siber elektromagnetik dan peperangan siber,” katanya.
Beliau berkata KPP itu menunjukkan tahap ketelusan kerajaan serta iltizam kuat kerajaan untuk memperkasa pertahanan negara.
Ruhanie berkata KPP berkenaan sangat proaktif dalam mengesan sebarang bentuk ancaman pada masa akan datang.
Sementara itu, Pensyarah Kanan Fakulti Sains Sosial dan Kemanusiaan, Universiti Kebangsaan Malaysia (UKM), Prof Madya Dr Kuik Cheng Chwee berkata KPP mencorak hala tuju strategi jangka panjang negara menerusi idea meletakkan Malaysia sebagai negara maritim.
Beliau berkata KPP dapat menarik perhatian rakyat dan memperkasakan pertahanan selain mengambil kira keperluan agensi ketenteraan dan agensi bukan ketenteraan.
“KPP dibuat mengambil kira pandangan bukan sahaja agensi kerajaan bahkan ahli akademik dalam memberi intipati keperluan KPP yang melibatkan pertahanan negara,” katanya.
