CYBERJAYA, 10 Sept 2019 — Kementerian Sumber Manusia sedang merangka Pelan Tindakan Sumber Manusia Kebangsaan (NHRB) bagi menyediakan Malaysia ke arah Revolusi Perindustrian 4.0 (IR4.0) dan mendepani isu berkaitan pasaran buruh.
Menteri Sumber Manusia M. Kulasegaran berkata NHRB akan menganalisis perubahan dan peluang yang dihasilkan dalam pekerjaan, kemahiran dan pembangunan sumber manusia bagi membantu meningkatkan pertumbuhan ekonomi negara.
“Ia dijangka akan membuka jalan untuk membangunkan pelan pembangunan sumber manusia yang strategik dan komprehensif serta menjalankan analisis secara mendalam mengenai kecenderungan, corak dan isu berkaitan tiga rangka kerja iaitu tenaga kerja, tempat kerja dan pekerjaan,” katanya ketika berucap pada perasmian Konvensyen Sumber Manusia di sini, hari ini.
Teks ucapan beliau dibacakan oleh Timbalan Ketua Setiausaha (Dasar dan Antarabangsa) Datuk Kua Abun.
Kulasegaran berkata di bawah rangka kerja tenaga kerja, NHRB akan menilai kesan liberalisasi, globalisasi dan pendigitalan, e-dagang, perkembangan teknologi dan inovasi yang dibawa IR4.0 terhadap ekonomi Malaysia dan implikasi terhadap guna tenaga rakyat tempatan, pekerja asing dan ekspatriat.
Beliau berkata kajian itu juga bagi mengenal pasti dan menilai jumlah tenaga kerja untuk kategori kumpulan sasar iaitu kumpulan bawah 40 peratus pendapatan isi rumah, pekerja wanita, golongan kurang upaya dan warga emas.
“Kajian itu juga bagi mengenal pasti dan menilai keperluan pembangunan tenaga kerja semasa dan pada masa akan datang melalui Latihan Teknikal dan Vokasional (TVET), Pembelajaran Sepanjang Hayat dan Pengiktirafan Pembelajaran Terdahulu.
“Ini bagi memastikan 35 peratus daripada tenaga kerja negara mahir dalam pelbagai bidang menjelang 2020,” katanya sambil menambah kajian itu juga akan menilai, menyemak dan merangka hala tuju dasar bagi mengurangkan kebergantungan kepada tenaga kerja asing dan expatriat.
Di bawah rangka kerja tempat kerja, Kulasegaran berkata kementerian dalam proses meminda undang-undang buruh iaitu Akta Kerja 1995, Akta Kesatuan Sekerja 1959 dan Akta Perhubungan Perusahaan 1967.
“Ia bagi memastikan undang-undang buruh tidak mendiskriminasi, fleksibel dan selaras dengan standard antarabangsa seperti yang ditetapkan Pertubuhan Buruh Antarabangsa,” katanya.
Beliau berkata di bawah rangka kerja pekerjaan, kajian itu akan mengenal pasti dan meramal keperluan tenaga kerja mengikut sektor ekonomi, subsektor kritikal, dan pekerjaan mengikut kategori selari dengan keperluan ekonomi bagi tempoh 2019-2035.
“Melalui kajian ini, kerajaan akan berupaya untuk meramal bekalan tenaga kerja berdasarkan peringkat dan bidang pengkhususan dari institusi pendidikan tinggi awam dan swasta untuk memenuhi keperluan kemahiran IR 4.0.
“Pelan tindakan juga akan membolehkan kerajaan mengenal pasti pekerjaan yang boleh dikategorikan sebagai tenaga kerja berpengetahuan dan menentukan pekerjaan utama atau kritikal yang diperlukan untuk IR 4.0 di samping mengenal pasti bidang pertumbuhan baharu,” katanya.
