PUTRAJAYA, 1 Mei 2019 — Dasar kerajaan hari ini adalah memberi keutamaan kepada pekerja warganegara Malaysia untuk mendapat peluang pekerjaan, kata Perdana Menteri Tun Dr Mahathir Mohamad.
Menyedari kebimbangan berhubung kebanjiran pekerja asing dalam negara, beliau berkata kerajaan telah mengambil pelbagai tindakan untuk memastikan pekerja asing yang digajikan hanya apabila mereka benar-benar diperlukan oleh sektor-sektor yang kurang sambutan pekerja tempatan seperti sektor jenis 3D iaitu kotor, bahaya dan sukar.
Dr Mahathir turut menegaskan bahawa kehadiran pekerja asing adalah berpunca daripada sikap rakyat Malaysia yang tidak mahu membuat kerja tertentu walaupun sebenarnya mampu melakukannya sendiri.
“Maka peluang itu direbut oleh pekerja asing. Akhirnya, mereka akan menjadi kaya dan kita pula kekal atau menjadi miskin,” katanya semasa merasmikan Sambutan Harl Pekerja 2019 di Pusat Konvensyen Antarabangsa Putrajaya (PICC), di sini hari ini.
Ditemui pemberita selepas majlis itu, Dr Mahathir mengakui kadar gaji dalam sektor 3D agak rendah, namun peluang dalam sektor itu perlu diambil daripada hanya menganggur.
“Gaji rendah tapi kalau dia (warganegara) tak kerja, tak ada gaji langsung. Kita yang pilih, kalau kerja dapat gaji juga. Kita kena ingat bahawa kita kerja untuk negara kita, untuk majukan negara kita, kalau kita tak nak kerja orang lain dapat duit, kita rugi,” katanya.
Dr Mahathir berkata ia juga boleh mengelakkan wang negara terus mengalir ke luar negara disebabkan oleh kebanjiran pekerja asing dalam sektor 3D.
“Rakyat juga boleh mendapat perkhidmatan JobsMalaysia melalui penganjuran karnival kerjaya yang diadakan secara berkala dari semasa ke semasa,” katanya.
Selain itu, Dr Mahathir berkata Jabatan Tenaga Kerja telah berjaya menempatkan 48,372 siswazah dan 122,868 bukan siswazah dalam pelbagai sektor pekerjaan melalui pelbagai aktiviti seperti karnival kerjaya, akaun pelanggan, temu duga terbuka, program kerjasama antara agensi, program penempatan dan golongan khas.
Katanya Kementerian Sumber Manusia dan agensi-agensi di bawahnya seperti Talent Corporation (TalentCorp) dan Pembangunan Sumber Manusia Berhad memberi tumpuan kepada warganegara melalui pelbagai inisiatif.
Dr Mahathir berkata antaranya, menarik dan mengekalkan tenaga kerja wanita dengan menggalakkan para majikan untuk melaksanakan konsep ‘Work-Life Practices’ (WLPs) ke arah keseimbangan yang lebih baik antara integrasi kerja dan kehidupan serta menyediakan persekitaran kerja yang mesra keluarga.
Bagi tujuan itu, katanya kerajaan telah menyediakan insentif pengecualian cukai pendapatan bagi satu tahun taksiran kepada mereka yang telah kembali bekerja mulai 27 Okt 2017 sehingga 31 Dis 2020.
“Sehingga akhir tahun 2018, sebanyak 147 organisasi di Malaysia telah menerima manfaat daripada pelaksanaan inisiatif WLPs,” katanya.
Selain itu, Dr Mahathir berkata peningkatan tahap kemahiran (upskilling) kepada wanita yang kembali aktif dalam tenaga kerja selepas berhenti bekerja turut dilaksanakan melalui inisiatif ‘Career Comeback Programme (CCP)’.
Dari tahun 1993 sehingga 2018, katanya sebanyak RM6.38 bilion bayaran geran latihan telah disalurkan kepada majikan tempatan berstatus perusahaan kecil dan sederhana dan majikan besar yang mencarum levi dengan Pembangunan Sumber Manusia Bhd.
Dr Mahathir berkata penyaluran dana itu telah diagihkan untuk melaksanakan 1.2 juta peningkatan [upskilling dan reskilling (latihan semula kemahiran)] latihan bagi pekerja tempatan dari seluruh negara.
Bertemakan “Pekerja Amanah Aspirasi Negara” sambutan itu julung kali diadakan sejak kerajaan Pakatan Harapan (PH) mengambil alih tampuk pemerintahan negara pada 9 Mei tahun lepas.
Perdana Menteri berkata tema itu menekankan bagaimana rakyat Malaysia khususnya warga pekerja perlu melaksanakan kerja dan tanggungjawab dengan prinsip amanah dan integriti bagi memacu kemakmuran negara dengan kepelbagaian budaya, bangsa dan agama.
Katanya hubungan tripartisme yang baik antara kerajaan, pekerja dan majikan menjadi pendorong kepada pertumbuhan ekonomi negara.
“Sungguhpun ada ketikanya kita mungkin bercanggah pendapat, akhirnya penyelesaian “win-win” atau menang-menang tercapai dan ini akan memberi manfaat kepada rakyat dan negara,” katanya.
Majlis yang dimeriahkan dengan kehadiran kira-kira 5,000 kakitangan sektor awam dan swasta itu turut dihadiri Menteri Sumber Manusia M. Kula Segaran, barisan menteri Kabinet, ketua-ketua setiausaha kementerian, wakil Kongres Kesatuan Pekerja-Pekerja Dalam Perkhidmatan Awam (Cuepacs), Kongres Kesatuan Sekerja Malaysia (MTUC) dan Persekutuan Majikan-Majikan Malaysia (MEF).
