PUTRAJAYA, 9 Jan 2020 — Kerajaan akan melaksanakan inisiatif Nombor Pengenalan Cukai untuk perniagaan dan individu berusia 18 tahun ke atas yang mempunyai pendapatan, mulai Januari 2021.
Timbalan Menteri Kewangan, Datuk Amiruddin Hamzah berkata inisiatif tersebut akan memastikan tiada pembayar cukai yang culas atau gagal menunaikan tanggung jawab berkenaan selain memberi keadilan kepada mereka yang sudah lama berbuat demikian.
Sehubungan itu, katanya, kerajaan akan melaksanakan sesi libat urus dengan pihak berkepentingan pada tahun ini bagi melancarkan pelaksanaan mekanisme tersebut.
“Terdapat keperluan mendadak untuk memiliki satu kapasiti cukai yang kukuh demi melaksanakan dasar-dasar yang telah kita gariskan. Ini berikutan percukaian ini merupakan sumber pendapatan yang stabil dan boleh diselaras serta dapat digerakkan jika perlu berbuat demikian,” katanya ketika berucap pada Forum Dasar Percukaian Malaysia bertajuk ‘Memperkukuh Masa Depan Fiskal Malaysia’ di sini, hari ini.
Ucapan beliau dibacakan oleh Ketua Pegawai Eksekutif Lembaga Hasil Dalam Negeri (LHDN) Datuk Seri Dr Sabin Samitah.
Selain itu, Amiruddin berkata kerajaan menjangkakan dapat mencatat kutipan hasil sebanyak RM244.5 bilion pada 2020 – peningkatan RM11.2 bilion daripada 2019 tanpa memasukkan jumlah dividen khas Petronas sebanyak RM30 bilion.
Menurutnya, walaupun peningkatan hasil cukai itu adalah positif, kutipan itu masih rendah di Malaysia berbanding negara-negara lain.
Pada 2017, hasil kutipan cukai Malaysia hanya 13.1 peratus berbanding Keluaran Dalam Negara Kasar (KDNK) dan masih rendah berbanding Vietnam, Chile, Poland dan Korea Selatan yang mana nisbah cukai berbanding KDNK masing-masing adalah 19.0 peratus, 17.4 peratus, 16.8 peratus dan 15.4 peratus.
Amiruddin berkata walaupun hasil cukai Malaysia dari segi sumbangan KDNK adalah setanding negara-negara ASEAN, hakikatnya hanya 20 peratus daripada 14 juta pekerja dan 1.1 juta syarikat membayar cukai pendapatan atau cukai korporat masing-masing.
Sementara itu bekas Menteri Kewangan Kedua Tan Sri Nor Mohamed Yakcop yang merupakan salah seorang ahli panel forum itu percaya dasar cukai mampan yang dilaksanakan oleh kerajaan akan membolehkan Malaysia menangani cabaran ekonomi serta mencatat kemajuan ke arah sebuah negara maju.
Menurutnya, pelaksanaan dasar percukaian yang tepat akan turut menjadikan Malaysia sebuah negara kompetitif seperti mana sekarang.
“Saya percaya kita mampu mengatasi sebarang cabaran kerana negara, kepimpinan dan kakitangan kerajaan mempunyai pengalaman untuk menanganinya, termasuk ketidaktentuan ekonomi,” katanya.
