PUTRAJAYA, 30 Dis 2019 — Pelan Holistik Penguatkuasaan Pendatang Asing Tanpa Izin akan dilancarkan tahun depan bagi memerangi secara komprehensif masalah kebanjiran pendatang tanpa izin di negara ini.
Pelan itu adalah satu usaha untuk memastikan Malaysia mencapai sifar pendatang tanpa izin dalam tempoh ditetapkan menerusi langkah memperkukuh tadbir urus dan menambah baik sistem kerja penguatkuasaan sedia ada.
Menteri Dalam Negeri Tan Sri Muhyiddin Yassin berkata pelan holistik yang dirangka Kementerian Dalam Negeri (KDN) membabitkan kerjasama strategik antara pelbagai kementerian dan agensi berkaitan berteraskan penguatkuasaan undang-undang yang lebih tegas dan tindakan yang lebih berkesan.
Katanya kebanjiran pendatang tanpa izin harus ditangani dengan penguatkuasaan dan tindakan undang-undang lebih tegas agar senario itu tidak terus menjadi isu nasional yang berterusan membawa impak negatif terhadap aspek sosial dan perundangan negara ini.
“Tahun ini kami telah mencapai banyak kejayaan dari segi menangani masalah pendatang asing tanpa izin dan pelan ini menggariskan rancangan atau langkah untuk tempoh lima tahun akan datang, dan saya mulakan pada 2020.
“Menerusi pelan ini, kami mahu tentukan tiap-tiap tahun tahap keberadaan pendatang tanpa izin akan menurun sampai ke satu tahap tiada lagi pekerja asing memasuki atau bekerja tanpa izin di negara ini,” katanya kepada Bernama di sini, baru-baru ini.
Pelan holistik bertujuan mengatasi masalah kebanjiran pendatang tanpa izin yang mula dihasilkan pada Jun lepas itu turut melibatkan peranan kerajaan negeri, Pihak Berkuasa Tempatan, Majlis Pengurusan Komuniti Kampung dan Jawatankuasa Kemajuan dan Keselamatan Kampung.
Antara lain, objektif pelan itu adalah untuk mewujudkan satu ekosistem yang tidak selesa kepada pendatang tanpa izin dalam meneruskan kehidupan seharian mereka melalui pendekatan mendaya upaya agensi penguat kuasa dan kawal selia sedia ada serta meningkatkan kerjasama strategik dan kesedaran masyarakat setempat.
Pelan itu menggariskan lima strategi membanteras pendatang tanpa izin, iaitu strategi operasi penguatkuasaan, strategi perundangan dan dasar, strategi kawalan sempadan dan pintu masuk, strategi pengurusan warga asing dan strategi berkaitan media dan publisiti.
Dengan pelancaran pelan itu kelak, Muhyiddin membayangkan tiada lagi program pemutihan atau ‘amnesty’ kepada pendatang tanpa izin akan dilaksanakan KDN seperti amalan kerajaan sebelum ini.
Beliau berkata program sebegitu memberi isyarat yang tidak betul kepada orang asing bahawa sesiapa sahaja boleh masuk dan berada di Malaysia tanpa dokumen kerana akhirnya mereka akan ‘diputihkan’ walaupun berada secara haram di negara ini.
“Walaupun tidak ada izin, dia berani masuk sebab dia fikir Malaysia tidak tegas dari segi peraturan imigresen dan sebagainya, dan itu jelas satu isyarat yang tidak betul,” katanya.
Muhyiddin berkata pelaksanaan Program Pendatang Tanpa Izin Pulang Ke Negara Asal atau Back For Good (B4G) yang dilaksanakan kerajaan sejak 1 Ogos lepas merupakan inisiatif awal ke arah ‘membersihkan’ Malaysia daripada kebanjiran migrasi tanpa izin yang bertapak di negara ini.
Program memberi peluang kepada warga asing yang melakukan kesalahan di bawah Akta Imigresen 1959/63 (Akta 155) pulang secara sukarela yang akan tamat menjelang 12 tengah malam pada 31 Dis itu menyasarkan untuk menghantar pulang sehingga 300,000 warga asing dengan mereka yang terlibat hanya dikenakan kompaun RM700 seorang.
Program yang hanya melibatkan Semenanjung Malaysia itu dilaksanakan sepenuhnya oleh Jabatan Imigresen tanpa penglibatan pihak ketiga iaitu vendor atau ejen bagi menjamin ketelusan.
“Paling penting bagi kami adalah bagaimana pendatang tanpa izin yang sudah bertapak ini ditangani sebelum pelan holistik itu mengambil tempat bermula tahun hadapan.
“Mungkin tujuan asal mereka datang adalah untuk bekerja tetapi berdegil untuk kekal di sini melewati tempoh dibenarkan sehingga melakukan perkara-perkara lain seperti jenayah, dan ini yang kita beri perhatian,” katanya.
Sehingga 15 Dis lepas, Jabatan Imigresen merekodkan permohonan lebih 130,000 pendatang tanpa izin bagi menyertai program B4G dengan warga Indonesia mencatat permohonan paling tinggi iaitu sebanyak 53,328 orang.
Berhubung kedudukan pekerja asing di sektor perindustrian yang masih memerlukan khidmat warga asing, Muhyiddin berkata dasar sedia ada masih diteruskan dengan KDN akan memastikan penggunaan mereka benar-benar dimanfaatkan berdasarkan keperluan industri.
KDN, katanya akan memastikan aktiviti tidak selari dengan undang-undang berkaitan dengan pekerja asing seperti penindasan dan pemerdagangan orang tidak berlaku bagi menjamin kedudukan Malaysia dalam Laporan Tahunan Jabatan Negara Amerika Syarikat (JNAS) yang ketika ini pada Tahap 2 Pemerhatian (Tier 2 Watchlist) kekal atau bertambah baik.
“Walaupun jumlah kes sebegitu tidak besar tetapi saya mahu ia diberi tumpuan dengan kita berjaga-jaga menguruskan hal tersebut terutamanya berkaitan penindasan serta pemerdagangan dan penyeludupan manusia ketika mengurus dan menangani pendatang asing di negara ini,” katanya.
