PUTRAJAYA, 30 Okt 2019 — Dasar pengambilan pekerja asing sebagai pengawal keselamatan, yang pada masa ini dihadkan kepada warga Nepal, hanyalah bersifat sementara, kata Menteri Dalam Negeri Tan Sri Muhyiddin Yassin.
“Industri perkhidmatan kawalan keselamatan tidak seharusnya bergantung kepada pekerja asing buat selama-lamanya,” katanya pada majlis perjumpaan bersama industri perkhidmatan kawalan keselamatan dan agensi persendirian sempena taklimat pembaharuan lesen agensi persendirian bagi 2020 di sini hari ini.
Muhyiddin berkata industri perkhidmatan kawalan keselamatan hendaklah mengadakan usaha menarik minat lebih ramai tenaga kerja tempatan untuk bekerja di sektor tersebut dengan menawarkan pakej latihan, saraan dan imej profesyen kawalan keselamatan yang lebih menarik.
Penggunaan teknologi terkini dalam industri kawalan keselamatan juga akan meningkatkan kecekapan selain mengurangkan kebergantungan kepada tenaga kerja asing, katanya.
Muhyiddin mengingatkan syarikat kawalan keselamatan agar mematuhi undang-undang dan mengelakkan daripada melakukan sebarang kesalahan serius seperti menggunakan khidmat pengawal keselamatan warga asing secara haram.
Sejak 2013 sehingga kini, katanya Kementerian Dalam Negeri (KDN) telah membatalkan lesen 62 syarikat kawalan keselamatan atas pelbagai kesalahan seperti menggaji pengawal keselamatan daripada pendatang tanpa izin, syarikat gagal membuat tapisan keselamatan ke atas kakitangan, penggunaan kad pengenalan palsu dan kesalahan melibatkan senjata api.
“Saya berharap agar kesalahan-kesalahan ini tidak diulangi lagi kerana ia pastinya membawa kerugian kepada syarikat selain mendatangkan ancaman keselamatan kepada orang ramai,” katanya.
Berdasarkan rekod pembaharuan lesen pada 2018, jumlah keseluruhan nilai kontrak yang melibatkan perkhidmatan kawalan keselamatan di negara ini adalah sebanyak RM18.9 bilion, katanya.
Pada masa sama, pendapatan yang dikutip oleh kerajaan melalui cukai ke atas syarikat-syarikat kawalan keselamatan adalah sebanyak RM2.7 bilion, katanya.
Industri perkhidmatan kawalan keselamatan swasta juga menyediakan peluang pekerjaan kepada 130,000 rakyat tempatan di pelbagai peringkat seperti pengurusan, eksekutif, pengkeranian dan pengawal keselamatan, katanya.
Muhyiddin berkata perkhidmatan kawalan keselamatan swasta memainkan peranan yang penting dalam membantu kerajaan khususnya pasukan polis untuk mencegah jenayah dan memelihara keselamatan orang awam, harta benda dan nyawa.
“Pengawal-pengawal keselamatan merupakan antara individu penting dalam memastikan keselamatan sesebuah premis perniagaan, kawasan perumahan, bangunan komersil dan tempat-tempat awam, turut berfungsi sebagai mata dan telinga kepada pihak polis.
“Mereka turut berperanan menyalurkan maklumat-maklumat awal berkaitan jenayah kepada pihak polis sekaligus membantu mencegah dan membanteras aktiviti jenayah sebelum ia berlaku,” katanya.
