KUALA LUMPUR, 31 Dis 2019 — Kongres Kesatuan Pekerja-Pekerja Dalam Perkhidmatan Awam (Cuepacs) meminta agar Bayaran Insentif Perkhidmatan Kritikal (BIPK) bagi penjawat awam dalam 33 Skim perkhidmatan dikekalkan.
Presidennya Adnan Mat berkata walaupun Perdana Menteri Tun Dr Mahathir Mohamad bersetuju untuk menangguhkan pemansuhan bayaran itu, perkara itu dilihat masih dalam keadaan sementara dan akan menimbulkan konflik pada masa akan datang.
“Walaupun kerajaan memberi jaminan yang terlibat hanyalah penjawat awam baharu, tetapi kami melihat dari segi kesaksamaan,” katanya pada sidang media di sini hari ini.
Susulan itu, Adnan berkata pihaknya telah menghantar satu surat permohonan kepada Jabatan Perkhidmatan Awam (JPA) untuk mengadakan perbincangan lanjut bagi memuktamadkan perkara itu.
JPA dalam kenyataan pada 25 Dis memaklumkan pemansuhan BIPK hanya melibatkan pelantikan baharu mulai 1 Jan 2020.
Menurut kenyataan itu, penerima BIPK sedia ada tidak terjejas dan akan terus menikmati pembayaran BIPK secara Khas Untuk Penyandang (KUP) mengikut kadar sedia ada yang dinyatakan dalam Surat Pekeliling Perkhidmatan Bilangan 17 Tahun 2007 sehingga meninggalkan perkhidmatan.
BIPK diwujudkan pada 1992 berikutan kekurangan bekalan tenaga kerja dalam sektor tertentu ketika itu yang bertujuan untuk menarik graduan berkhidmat dengan kerajaan.
