KUALA LUMPUR, 17 Okt: Penggajian pekerja asing ditetapkan pada 15 peratus sahaja daripada jumlah guna tenaga negara menjelang tahun depan, sesuai dasar kerajaan untuk mengutamakan rakyat tempatan dalam pasaran pekerjaan negara.
Kementerian Sumber Manusia, menerusi satu kenyataan yang dipaparkan pada laman web Parlimen, semalam, sasaran itu juga selaras hasrat kerajaan bagi melahirkan modan insan tempatan yang berkemahiran serta berpendapatan tinggi.
Dalam laporan dipetik Bernama, kebenaran untuk menggaji pekerja asing ketika ini, hanya dibenarkan bagi sektor dan sub-sektor tertentu seperti dalam pembinaan, perladangan dan pengkuarian yang telah dikenal pasti kurang diminati rakyat tempatan.
ia bagi menjawab soalan Akmal Nasrullah Mohd Nasir (PH-Johor Bahru) berhubung apakah ada penetapn kuota pengambilan dan pemberian gaji setimpal untuk pekerja tempatan sebagai pekerja buruh dalam sektor 3D (kotor, sukar, berbahaya).
Oleh itu, bagi menarik minat pekerja tempatan menyertai sektor-sektor yang dianggap 3D, Akta Majlis Perundingan Gaji Negara 2011 (Perintah Gaji Miimum 2016) telah dikuatkuasakan, antaranya bagi menghalang majikan membayar gaji rendah yang akan mendorong mereka menggaji pekerja asing.
Kenyataan sama bagaimanapun, menjelaskan majikan yang ingin menggaji pekerja asing dikenakan syarat ketat, termasuk diwajibkan mengiklankan satu-satu kekosongan jawatan di dalam portal JobsMalaysia sebelum dikeluarkan Perakuan JobsMalaysia.
Ini untuk memastikan keutamaan diberi kepada rakyat tempatan biarpun bagi kategori pekerjaan asas.
Permohonan penggajian pekerja asing juga perlu dibuat dalam talian menerusi Sistem Pengurusan Pekerja Asing Bersepadu (ePPAx) dan akan disiasat oleh pegawai Jabatan Tenaga Kerja bagi memastikan kesahihan majikan, keperluan sebenar mengikut kelayakan, usaha mendapatkan pekerja tempatan, pematuhan undang-undang perburuhan dan penyediaan perumahan pekerja.
