PUTRAJAYA, 27 Jun 2019 — Kerajaan akan memperkenalkan model pertanian estet bagi meningkatkan pendapatan para pekebun kecil di luar bandar, kata Perdana Menteri Tun Dr Mahathir Mohamad.
Melalui model itu, menurutnya tanah-tanah milik pekebun kecil akan dicantumkan dan diuruskan dalam skala besar secara profesional seperti estet bagi meningkatkan hasil pertanian.
“Kita akan berusaha untuk mengenal pasti kawasan-kawasan yang boleh dicantum dan diurus sebagai estet.
“Kita tahu estet getah umpamanya yang besar tu kawasannya tak luas pun. Kebun kecil jumlahnya (jika dicantumkan) lebih luas daripada kawasan estet, tetapi kawasan estet keluarkan lebih banyak getah berbanding dengan smallholders (pekebun kecil),” katanya.
Dr Mahathir berkata demikian selepas melancarkan Dasar Pembangunan Luar Bandar di Pusat Konvensyen Antarabangsa Putrajaya, di sini hari ini. Turut hadir, Menteri Pembangunan Luar Bandar Datuk Seri Rina Mohd Harun dan timbalannya R. Sivarasa.
Terdahulu dalam ucapannya, Dr Mahathir berkata hasil pertanian daripada tanah yang dicantumkan boleh diagihkan mengikut keluasan asal tanah setiap petani.
“Kalau satu ekar 1 (1 ekar=0.4 hektar) daripada sebuah estet 1,000 ekar, maka keuntungan yang diagihkan 1 daripada 1,000. Keuntungan yang diagihkan secara adil lebih baik daripada yang didapati dari kawasan-kawasan kecil,” katanya.
Dr Mahathir turut mencadangkan supaya tanah yang dicantumkan itu ditanam dengan pelbagai jenis tanaman bagi mengurangkan kebergantungan kepada satu jenis tanaman sahaja seperti yang diamalkan di estet kelapa sawit dan getah ketika ini.
“Kalau harga harga sawit dan getah jatuh, kita akan menghadapi masalah. Kalau sebahagian tanah digunakan untuk tanaman lain, tanaman itu akan membantu peladang di waktu kejatuhan harga dan sebagainya,” katanya.
Dr Mahathir berkata tanaman seperti sayur-sayuran, buah-buahan dan bunga mendapat permintaan tinggi di pasaran selain boleh dieksport ke luar negara.
“Terdapat 1.4 bilion penduduk China dan mereka amat gemar (durian) Musang King. Kalau dapat seorang sejemput, pun 1.4 bilion ini mereka boleh habiskan. Tanaman durian berpotensi tambah pendapatan petani,” katanya.
Ditanya mengenai perbezaan model pertanian estet itu dengan model yang dilaksanakan Lembaga Kemajuan Tanah Persekutuan (Felda), Dr Mahathir berkata terdapat ‘kesilapan’ dalam pelaksanaan tanah rancangan itu.
Katanya Felda sepatutnya dilaksanakan dengan mencantumkan tanah peneroka di bawah satu pengurusan, berbanding setiap peneroka mengurus sendiri tanah mereka.
“Kita cadang buat estet besar (untuk Felda) yang mana dalam estet besar itu setiap seorang peneroka miliki 10 ekar tanah dan dalam 1,000 ekar tanah ada 100 peneroka.
“Tetapi saya dapati ini tidak dilakukan, masing-masing peneroka urus sendiri sahaja, ianya tidak cekap. Itulah yang menyebabkan pendapatan mereka rendah,” katanya.
